A "great player" who somehow can't seem to keep a business solvent, who makes the list of New York's top 250 tax delinquents and can't even adhere to Labor and wage laws.

I guess maybe it's a step up from the convicted penny stock crooks he historically does business with. More or less a lateral move from the collection of start and park losers he associates with at the race track.
