I don't think it's significant. Maybe the person typing up the final notice simply left it out. It seems they collected responses from the various offices involved. They tend to use slightly different language.

But one thing these notices have in common is that they've never specific, except in the case of stocks suspended ONLY because they're delinquent filers.
