I hear is the broker to short with I hear. They are out of the U.S so the rules are totally different.

No actually the rules are the same and IB is a US broker. It costs 2.50 per share to short this stock (if there is a borrow) So do a bit of math and see what the possible return is to short a .05 stock with that high a margin.
On top of all that many times you have to pay interest on the borrow.
