I think the run-up is based on financing having been secured and processing equipment orders. The delay in announcing the news is giving the new investors the opportunity to accumulate shares in the open market. I'd estimate they've purchased at least 12,000,000 shares in recent weeks.

This is my "speculative" opinion. If I am correct the news should move the share price to the .12-.15 range initially.

Time will reveal all.
