a merger taking 11-15 YEARS?! i've never heard of that and from my experience would not make much sense.

i've been thru mergers a few times within companies i was working for, and you want to complete them within a year at the latest. and that's the outside length of time, imo. when prhaps u run into a problem.

there are many reason to complete a merger in a timely (read quick) manner.

we completed 'ours' no later than 7 months.
