Politics are irrelevant. And all this end of he year tax talk is generally over hyped.

My guess, this will be calculated and orchestrated shelf to minimize dilution at higher pps. ( ie 5 to 6 dollar pps).

Either way, outlook is a lot clearer with this executive decision.
