The convert owners never have to buy shares in the open market to cover their shorts. They will use their converted shares to cover when they want to cover. The "dividend" will be much ado about nothing, just as PCFG's Oregon Gold "dividend" was insignificant. It will have zero effect on PCFG's share price.
