ITU approves digital radio standard

WASHINGTON — The International Telecommunication Union (Geneva) has approved a proposed U.S. digital radio system as a standard for broadcast bands below 30 MHz.iBiquity Digital Corp. (Columbia, Md.) said Tuesday (April 17) that the ITU had recently approved its in-band, on-channel (IBOC) digital audio broadcast system as an international standard. The standards organization's approval follows its previous endorsement of iBiquity's IBOC system for countries considering digital broadcasting in the AM band and other bands below 30 MHz. Robert Struble, president and chief executive of iBiquity, said the company expects the ITU to recommend its FM system later this year. A testing program for IBOC systems sponsored by the National Radio Systems Committee is under way in the United States, with test results scheduled to be submitted to the Federal Communications Commission by this fall. Al Shuldiner, iBiquity's vice president and general counsel, predicted FCC approval of its IBOC technology by as early as the end of 2001. The FCC has been considering whether to adopt IBOC technology as the U.S. digital audio broadcast standard since opening a rule-making proceeding in November 1998. Proponents argue that the technology would permit the simultaneous broadcast of analog and digital signals.
