TA currently reports 63.7mm issued and outstanding.

When they update their numbers to reflect the repurchase of 4mm by the company (per the 8-k), the TA will report 59.7mm outstanding and 4mm treasury, for a total of 63.7mm issued.

If the company then cancels those treasury shares, then the issued and outstanding will both be 59.7mm. (However, nothing was mentioned in the 8-k about cancelling those shares. I presume they would have to have stated that. So, I'll assume they are doing what most companies do, which is they put them into treasury.)
