I have always thought that this is HOVIS. Sallengs is the only one that could have known when the report would be held up since he was the one holding it up. Of course Shark has denied this.

I forget his title and should look it up but I do know that he
is in charge of KASPER. If KASPER is changed over to a different system he could be out of a job (his viewpoint) and because of
this he will work against it. Fear motivates. I have spoken to
him once and have caught him in lies. Enhanced KASPER was planned before the pilot program was begun and is probably
Sallengs baby, from what I have heard it is not doing the job
needed. KY was given 150,000 by Hal and they chose to put it
into a pilot for VPS not enhanced KASPER. Now, they are receiving 350,000 for the next phase which I think will all work together to create the E-Health Network that KY wants to create and has been given the mandate to do so with the law passed this spring.

In the meantime watch other states. IMO
