I think you misunderstood the question. I was wondering why someone would wait and sell for .065 when 20 minutes earlier the market was paying .10 and 2 minutes earlier the market was paying .08. I can't imagine someone rationally seeing a bid of .10, choose not to sell, and then 20 minutes later see a bid of .065 and decide to sell. Makes no sense to me.
