"Someone" need not file anything if using proxy buyers/sellers.

My prediction is this stock will be sub .02 within a couple of weeks. IWDM has done nothing to create an increase in PPS. Besides Bubba hasn't pumped it during this slight bump, so nothing is on the horizon.

My opinion only, based on the public reports.
