The reason the desert doesnt have much water on the ground is because the temp. keeps it in the air. most plants take advantage of the water in the air in the evening when it drops and dew forms on their needles. however, if you have the ability you can collect the water that evaporates from the ground and that is in the air. As for drinkable air they have done research on this and that is one of the main reasons for the viability of the "african Initiative."

In cold temps there is plenty of moisture even in antartica. your hurdle is some heat to make sure that you can bring the air to a useable temp and remove the water in the air.
