Yes he owns his record based on his prs ... the only thing I will say about the AS being raised is I have read from multiple sources alot of times a company will do this to secure a controlling interest on the of # of shares out there so they cant be taken over....so those shares may never hit the street. And no I dont believe we are a takeover candidate unless those licenses "secured" really have some value to someone .
