"It is not the company delaying distribution ...."  Of course not.  There is no company, and no intent to distribute anything, so "delay" by the company is impossible on both counts.

"... it is the relentless efforts of those on the hook ...."  If so, it is the quietest and most unruffled "relentless effort" I have ever observed!  Maybe we better check the hook again, to see if anything is on it.
