Susie: To make hair blonde it has to be bleached or "lifted" with a high-lifting toner. Those processes take pigment out (although toners put some pigment to put back in).

Dying hair is (at least the way the term is used here) refers to adding pigment, which makes it darker.

Maybe it's a regional thing.
