Everyone knows pre markets bids and ask can change any time .... but the current bid and ask is 0.059 * 0.06 .... it is not what you said .....

And as the pre market things are happening .. it is at 0.065 and up with pre market sale ... although i am not encouraged with this as volume is not that good...
