So CGFI needs to keep the momentum going and the "conditions" dropping. Progress on mill readiness is the key now.

But personally, I have to agree with ficoce's observation that a PR right now would only help sell the MM's shares. So any expenses to PR news should be held till it helps the company. And the bigger, more comprehensive the PR, the better impact will have.
