No where does any DRMS or CMLRB document show that fictitious, made up classification.
All documents say "Approved with conditions".
Now if quoting documents one is allowed to embellish segments with additional words, then it really isn't quoting, it is editorializing, or just simply the poster's "opinion".
We have all seen just how valid those have been.

How about a link showing the "PARTIALLY approved" verbiage used by the DRMS?
Can't be done, because it doesn't exist.
