I was wondering that myself, the wording appears to be cleaverly done, "reviewed and accepted", it says absolutley nothing about being approved. I take this to mean that the revisions were done to the MOP, BLM reviewed (looked at it) then said ok we will accept this to review in depth before approval. Has the makings of a fluff pr.
