A compressed spring holds potential energy.
The potential can be calculated, but the energy is not realized until the spring is released.

A mine holds potential value.
The potential can be calculated (via assays,etc...) but the value is not realized until the minerals are released (mined and processed).

Therefore, an inactive mine = an unsprung spring. Just because the value/energy has not been exploited/utilized does not mean that it does not exist!

Does that help to clarify my point of view?
