Over the past year plus a number of posters to this board have said how Arizona is so mining friendly, that AZGS and USGS are so "on-board" over the AP project, that permits will not be an issue. I have at times advised that this may not be so true.
One only needs to take a look at the issues Curis resources has been having with their Florence Az project to solution extract copper, and that is in an area near the operations of a number of large copper mines.
Today, in the discussion with the financials for the Oracle Mining return of an underground copper mine to production. Now yes, this is county-level and in a different county than AP, but all the same

The Corporation received its Class II Air Quality Installation and Operating Permit from Pima County on July 3, 2012, marking a significant milestone in advancing the project. The Air Permit is the first new mine Air Quality Operating Permit to be granted in Pima County in more than 11 years, and the only one issued under the current regulatory environment. The Corporation anticipates submitting applications for Rights-of-Way, Storm Water Discharge and 404 Wetlands permits in the third quarter of 2012.


I follow a number of mining activities in AZ, whether I am interested in their prospects as an investor or not, just because I live in AZ. IMO the financing surprises shown in the PFS is not the only significant hurdle facing AMY. There are the issues of water, permits, power, and sourcing enough skilled labor (doable at the right price) that are all yet to be addressed.
