The issue here is that they have NOT reduced shares, but have withdrawn a request to issue more, while 'assessing' the new picture post permit - This means that they may have considered NOT having to go back in a short period to ask further permission, but to withdraw now and decide on exactly what they need to do - it may well be that we see an increase or a decrease - Either way it looks promising that things are up. But to say it is a decrease like you did is misleading as its NOT.
