On the other hand, the rule passage you cite suggests use of judicial notice is subject to scrutiny. For example, it is laughable that anyone, including Judge Payne, would say he has avoided any appearance of supporting one side over the other.

Laughable.

ROFL. Like one would find a neutral disinterested evaluation
of the judge from the regulars on this board.
