I think they may be covered for wind damage from hurricanes, but not flooding. This is fairly standard.
Of course, some of the damage from flooding may be worsened by wind damage that preceded it. (i.e. if your roof gets ripped off and interior damage escalates as a result).
If there is just general flooding, I think they're out of luck.
