Guyer is a calculating, intelligent individual. He knows there is a time and a place to play each move he has in his repertoire.
I believe he had the results for Brooklyn's preliminary tests for a while before he released them.
He knows lots more than we do. (As he should.)
The permit restoration is the starting gun. All he has done up to now has been "training" for the race to come.
As soon as the race starts, we will see more information and PR's.
Anything PR'ed before the permit had to be just enough to build up CGFI for the second part of the play.
I think we both see the strategy that is in play, ST.
