Possibly. For sure, we need to contemplate what Intel plans to do with this capacity. There is also a need to consider the future effects of depreciation of all these equipments.

Pretty sure I read (can't remember where, but it wasn't here)that b/c of the high costs of masks at .09u and beyond, that many designs can only afford to go to .13 (b/c other processes would drive the manufacturing costs too high for thier market) and that will put a lot of demand on .13. That could be one reason that Intel is not concerned about excess .13 capability.
