You're joking right? They don't just route shares for brokers. They also provide liquidity in the market by buying and selling stock for themselves. They do make money this way. Hence the blatant manipulation.

If they were just routing shares for brokers there would be no need for them to show 5k share blocks and hide the true counts. The only reason they get away with it is because the SEC could care less about regulating down here.
