Wrong. MMs can Naked Short Sell under certain trading exemptions. This allegedly requires nothing more than placing phantom shares on the ASK to drive price down. This is done under the guise of maintaining market liquidity. ICPA volume had dried up and was inflated. MMs saw the need to short and drive PPS down. Savvy traders recognize these MM actions and trade accordingly.
