It's evident SAIC didn't think of that or they just took Juicy John's word on how long it takes to clean out the processor. SAIC was only there for three days, and only for the time it was up - maybe a thourough report would have included verifying the downtime between batches to clean and verifying the same output afterwards over several cycles?

This report isn't worth squat, it only validates what the processor can do after 3 weeks of cleaning out the petcoke, etc. The report doesn't validate the total uptime for the processor, or the quality of the output after any cleaning that's less than 3 weeks - which is where the problem most likely lies.
