I am not sure the Building Department takes that into consideration. But here in California most Sierra counties have code rules for any building above about 4000 feet. If you plan to live somewhere where you'll get three or more feet of snow the Building Department reviews your blueprints to make sure your framing structure is adequate for that snow weight.

I don't know what the snow accumulation is at the Mill but you certainly don't want the Clearspan roof caving in on you in the dead of winter.
