I think now you will see a lot of deals finalized in the near future. They needed funds for East Texas and only way for a development company like TECO to fund projects like this is using shares as collateral.
Doesn't mean these shares will hit the market tomorrow or they will even issue shares for funds raised.
If the company uses the shares for growth it's ok and TECO has shown time and again that it does.
