yes thats all it means...but there are reasons why they refuse to comment...theres no sense in throwing up your hands and pretending you cant take it a logical step further and contemplate the reason for a persons actions...
as a matter of fact, since you brought it up again, heres another reason...people sometimes say "no comment" when they have something to hide...something they are afraid people will find out and they dont want it known...most times they are only delaying the inevitable...
