I am a professional trader on NYSE and NASDAQ.
I am an investor in HLNT, I do not trade it, only hold a steadily increasing position.
There are many videos on youtube, and links you can search on google regarding different "ECNs" which are different books of orders that appear on the Level 2. They all have different prices and fee's and methods of execution for removing and adding liquidity. There are many order types a trader can use, and even more a MM can do. REG NMS requires that trades are within the Bid and ASK price at least, so the MM must stay within those rules, but they are able to grab whatever orders they want to their advantage. Using invisible orders, refreshing orders (orders that fill, but reappear as the same size) They can display one size and take another.
