Does anybody know if the company must tell the shareholders and the market (potential shareholders of the future) that they are changing exchanges?

Is it considered and IPO?

Could it be considers and IPO?

In advance; Please provide response with something to back it up (a link would be appreciated)? I'll trade your info for my thought process.

I am new to trading public companies, but not biz...
