This little gal was doing better than that, but still not good.
Ear and paw damage is a very-real concern.
They had her tyed-up on a short chain, the whole area a sheet of ice. (Really-bad for paws) the only good thing was the dog could go inside a shelter/doghouse that looked to have plywood floor. (But uninsulated, and too big to be warmed by bodyheat.)
