everyone wants to sell no one is buying or it would move up need smaller sells so the smaller investor can get in under 300 people own this stock and own in the millions of shares and trying to sell that way 100 million shares at .0002 is 20k most sub-penny investors dont have that to invest etc. so till this breaks down to small shares who is going to get in and drive the PPS up? the same couple hundred people have been playing this back forth till its become a stand off and flat something has to change or it will not move
