The dates mentioned in the Reuters article agree exactly with the plan dates for PSC negotiations, but according to the plan, these negotiations are then followed by:
harmonization of divergent views (10/6);
draft PSCs (10/11);
approval of draft PSCs by JDA (10/12);
submission of draft PSCs to JMC 10/14;
JDA informs operators of JMC decision (10/25)
firther harmonization of PSCs (11/2)
Submission of JOAs (11/3);
Signing of PSCs (11/14 - 11/18)
I don't think this article in any way implies that there is any deviation from the originally planned schedule. All it says is they are still on schedule. Based on past experience, the fact that the JDA is still on schedule according to a plan that is over 30 days old is actually a really good start in my view.
Please, let's not get ahead of ourselves yet again.
