It's called the accumulation/distribution line. The distribution relates to the continued selling of a stock. It doesn't show selling.

Don't forget that many people accumulated millions of shares in the sub penny levels. There are many reasons for what we see here. Just because the AS increases does not automatically mean dilution. I think you've been burned too much in penny land before by companies who are in the business of selling stock. AAPT is no typical penny.
