Bottom line ----> 20,000,000 shares available to employees under the plan. No more than 500,000 per person per year. Maximum offering price per share = .04

The tumble down to .03-.04 gave them a super sweet low offering price, if the company now performs.... $$$ the employees get PAID. ;)
