if so provide the documentation that proves SGCP is in violation or just report them to the mining ministry then, and see what they have to say about it.
the mining ministry must be a very poorly ran organization to miss all the mining operations sgcp has and have had for many years; not to mention the promotion of there activities in many public places. Really the mining ministry has not caught on yet? s.l. is not that large of a country hmmmm.
