These pages are probably just mock ups since being HTML pages, they really don't do any processing on the server side.

Also, I think these pages have been there for a while, and so are old and unused. If you look at the HTML code in source view, notice they are using the old version of the JQuery Library (1.4.2).

The most current version of Jquery components are 1.7.2

So yeah, I'm sure they are obsolete pages.....or the web programmer they hired is really not up to speed with web dev technology. lol
