If X X has posters that aren't disclosing, then that's just a Rule 17b violation, and X X may not even know.

If X X was coercing their members and making them post, then you wouldn't have said what you did about NON DISCLOSING posters. Rule 17b doesn't require people that are forced to pump to disclose.
