Please go re-read the most recent adequacy letter to Cgi from the DRMS.
It's way beyond 1 valve.

Cgi has many formidable issues to “physically” fix to operate the mill, let alone get a permit.

Nowhere does this letter discuss the condition of the operating capability of the POW mill.
"Cgi has many formidable issues to “physically” fix to operate the mill" IS INACCURATE.

The document you referenced (if I have it right, if not please give us a link to YOUR letter.)
Discusses the proposed dry stack project, or AM-03 as it is referred to by the DRMS and MLRB.
