"TR-11" = "Technical Revision #11"
That is a change in the plans that is considered minor enough to not require an "Amendment", such as "AM-03".
Off the top of my head I can't remember exactly what it deals with. I believe it may have concerning the reclamation of the settling ponds.
I will try to find it on the DRMS web site in a bit and post a link for you all to refresh our collective memories.
If anyone can find it first, an extra ration of grog will be rewarded, and 10 less lashes will be given out tonight to the lucky crewman/ woman!
