I need help understanding this...

There are about 11,000,000 on the bid at .0008 and it just sits on 8. There are 900,000 on the ask at .0009. I bounces to .0009 for about 5 minutes and it gets busted back down to .0008 while open orders are not being filled. I know because I've had a 2,800,000 unfilled order all morning at .0008

I'm not seeing the market forces at play here and need a quick lesson. Thanks.
