I was referring to the charges that many(not you) have made that the feds should have taken control earlier, right off the bat even, before the states or any municipality said anything to them about it.
Now, once the states requested aid, the feds ought to have been there in full force, that's for sure. And they ought to have had the logistical chain lined up better, ready and waiting, too.
