Reters, IMO if the ruling is issued in less than 30 Days. It may not be pretty.

But if the ruling takes more than 45 days but less than 105 we are golden. Because the HABJ will have written a presiding ruling that overturns the governments reglatory actions and she would be utilizing/referncing the gov rules and regulations.
