maybe the financial committment required to move forward doesn't makes sense from a business perspective when EEL only has 9% of Block 2? Total and SNP are setting the direction for Blocks 1 & 2. Especially if the plan were to consolidate the 2 blocks. It would be an expensive move to go forward, with drilling and production committments, for everyone involved except for ERHC,
