The agencies dont learn anything...only the individuals involved in the cases from the past learn. Its takes years to get policies writtin and approved when dealing with government literature. I'm sure the agents involved in CWRN's suit made critical errors! As a federal employee I deal with thousands and thousands of instructions that reference additional instructions and so on and so on. So saying the FBI KNOWS IS LIKE SAYING MANKIND DOESNT ERROR! You have know idea how many times I've seen the new guys at my job make the same mistakes i've seen others make over the years,I don't refer to them as the company. The agent conducting the case will obviously learn from his/her error after this case but not the FBI!
